Hurcule is the strongest of the normal humans who can't fly, shoot chi, under charms, or anything like that. Gyu-mao can use the kamehameha, was about as strong as Kuririn that entered the 22nd Tenkaichi Budokai and was told to just kill other people like they're nothing.
